tranforming note to cc does not send 0 CC value as note off

Hi All,
I am trying to transform midi notes to CC values for Highly liquid MPA. When I play the notes on my keyboard then a 0 value CC(x) corresponding to CC (x) i sent to trigger, appears in midi monitor, Switching the switch off , but when I play back the same notes from a recorded midi track, then the 0 value does not appear . This causes my switch to stay on . THe only work around I found is to copy all the CC's in List editor ,double them and turn every copy (moved slightly Later) down to Zero . This is a lenthy process.
Why does the live input differ from the recorded midi ? Why does the note off message not tranform to a CC (x) 0 value?
Any Ideas would be great.
