How do I install VTS (effects) in AI for Mac OS X?

Install the .dll file (or the Mac equivalent) into the folder Steinberg/Cubase LE (or AI)/Vstplugins.

The VST plugin should then be available when you restart Cubase.

celtsound, there is no Steinberg/Cubase LE/Vstplugins folder on Mac OS X.

Both possible locations for Mac OS X plugs are described in this knowledge base article:
